A man drives a limo past the checkpoint at the airport. He gets out of the car, puts on mechanic's coveralls, and hops aboard a private plane. He's steering it to the runway (assuming that he's about to take off) but then police stop him. The man informs the cops that he's there to repossess Howard Burgess's plane. One of the officers boards and notices a weird odor coming from the plane. Horatio and Tripp discover a dead body dumped in the jet's blue water sewage storage tanks, and the body is Howard Burgess. However, Burgess is supposed to be under house arrest for duping a lot of "business partners" out of millions of dollars.
Jesse and Ryan arrive, and Horatio tells them to get the body out of the tank. After Jesse loses at rock-paper-scissors, Walter comes in, and Jesse tells Walter to grab Burgess out of the tank.
Calleigh speaks with the man who attempted to take the plane earlier. He says that he didn't know that Burgess's body was on the plane when he boarded. On the jet, there is evidence of a joint found in the bathroom. Tripp mentions that Burgess's ankle monitor is still active, and it shows him still at home. Tripp and Jesse go to the Burgess home and meet Howard's son Daniel, who has been smoking some pot before they got there. There's evidence on Daniel's wrists that he might have helped his dad break out of the ankle bracelet, so he's taken to the station for questioning. He says that his dad did nothing wrong, but when the market crashed, all of his investments crashed along with it, and he had no money to pay back the investors. When asked about the whereabouts of his mom, Daniel says that she's at the mall.
Allison Burgess is working at the mall because her assets were frozen as a result of the trial. She says she's seen her husband a few days ago, but doesn't know what he's been up to since then. A man in the crowd notices Horatio and Tripp talking to Allison and asks about his money. He lost everything due to Howard Burgess's investments. He starts to threaten Allison, so Horatio and Tripp arrest him. The rest of the crowd realizes that Allison is Burgess's wife and they demand to know where their money is. Allison has to be escorted from the mall.
Calleigh talks to the man who was arrested at the mall (Carlos). He explains that he's diabetic and his outburst at the mall was due to his low blood sugar. Calleigh gives him a can of soda to elevate his blood sugar levels. Later, Jesse offers to give Carlos a ride home. However, Carlos says that he lives out of his car. He was laid off from his job as a music teacher and lost all his savings thanks to Burgess. His wife and child arrives in their car to pick him up at the station. Jesse makes a phone call after they leave.
Horatio and Ryan go through the Burgess house and discover a loose floorboard, with a stack of ledgers hidden inside. They figure that this is where Burgess was keeping track of the money he was taking from investors. There are numerous deposits to an account called "NOISE".
Tom discovers that Burgess was choked to death by a chain, and it would have had to have been mechanical because Burgess suffered broken vertebrae. Later at the airport hanger, Calleigh finds a winch, and the winch has blood on its chain. Burgess's jet once again starts to move, but Calleigh and Jesse shoot at the tires in an attempt to stop the pilot. The pilot says that he's reposessing the plane and that he works for Gary Archer.
Horatio talks to Archer, and he says that he only hired one repo man, the one who is now sitting in a holding cell. After examining the paper the first repo man had with him, Horatio and a tech discover that the first repo man was hired by Allison Burgess. Allison is questioned and she's shown the evidence that she hired the first repo man. She claims that she just wanted her money back, but the repo man lied to her since she actually didn't make any payments on the plane.
Calleigh and Jesse examine the chain, and the blood matches with Burgess. She grills Jesse about why he came back to Miami, and he doesn't really answer. Later, he asks Walter to run all the blue water from the jet's sewage tanks through a filter, and a contact lens is found. Since Carlos wears glasses, he might have been the culprit. Carlos is brought in but he denies killing Burgess. The prescriptions on his glasses and on the contact lens don't match, so he's let go.
Burgess's car has been found with its tires slashed and a single tire track leaving the scene. Daniel admits that he thought his father was going to give back all the money he took, but then noticed that he had his passport too. So that must mean that he would be leaving. Daniel wanted to stop his dad before taking off and he slashed the car tires to keep him from going.

Archer lost millions of dollars when he invested with Burgess, which he didn't divulge to the police at first. Archer is brought in and they match the prescription of the contact lens with Archer's prescription. He saw that Burgess was going to leave the country so they got into a fight, and eventually he choked Burgess to death on the winch.Archer is arrested for murder.

There's still the question of the missing money, but Horatio notices that "NOISE" looks like the plane's number designation "N015E". They head back to the jet and discover Daniel ripping up the seat upholstery with a knife. Daniel confesses that his father claimed to have wanted to split the money with him, but when Burgess suddenly planned to flee, Daniel tried to stop him instead.

Later, Carlos talks to Jesse about getting offered a job as the landlord of an apartment complex, which means that he and his family will get to stay in an apartment rent-free.Walter suspects that Jesse managed to pull some strings for the man
